First Gas is delighted with the Gas Industry Company’s (GIC’s) Final Assessment of the Gas Transmission Access Code (GTAC) as materially better than the existing transmission access codes.  We look forward to implementing the GTAC on 1 October 2019 and are confident that the GTAC will provide more streamlined access to the transmission system, frictionless trading in the gas market and more transparency of gas transmission information.  We believe this code helps to set the gas industry up well for the opportunities and challenges ahead.

This decision represents the culmination of over two years of intensive consultation with industry.  We would like to thank stakeholders for their input over this time as we recognise that this has been a considerable effort at a time of great change in our industry.  We are hugely appreciative of this stakeholder input as this has served to strengthen the GTAC’s provisions.

The GIC’s role in this project has been significant and we thank them for their robust analysis and objective input during this time.  The Final Assessment is a comprehensive document that has taken a comprehensive and frank view of the merits of the GTAC.

First Gas will implement the GTAC on 1 October 2019.  The code will be underpinned by the Transmission Access Commercial Operations (TACOS) IT system developed by Tieto using their Energy Components Framework.  Tieto is a 15,000-strong IT services provider headquartered in Helsinki, which operates in the energy sector globally.  They are well placed to faithfully translate the GTAC into an IT system and have been working with First Gas for several months already to prepare for go live.

Implementation of GTAC will also require new or amended contractual arrangements with numerous stakeholders.  Our team will be working with all stakeholders to ensure these contracts are in place in good time for the changeover.

Our first workshop on implementation of the GTAC will be 13 March at the GIC offices in Wellington.  Invitations to stakeholders will be sent out shortly.  We will maintain communications on this project through our website:
